C. Eliana Brown is a water quality specialist at Illinois Extension and stormwater specialist with Illinois Indiana Sea Grant. She leads the Illinois Nutrient Loss Reduction Strategy facilitation and implementation team and serves as director of the Red Oak Rain Garden, where she develops innovative outreach materials. Her areas of expertise include stormwater programs and green infrastructure.

She has a master’s degree in environmental engineering from University of Illinois where she worked as the Municipal Separate Storm Sewer System coordinator. She also brings experience as a water quality engineer from her time at the Illinois Environmental Protection Agency. She is certified in the National Green Infrastructure Certification Program and is an Illinois Master Gardener.
